Cap the reward pool at 0.1% of circulating $SHOT supply per period

The problem Right now, every 8-hour reward pool is calculated as: (previous period's real revenue × 70%) ÷ current $SHOT spot price. This works fine once $SHOT trades at a stable, mature price — but early on, while we're still on the bonding curve, the price is extremely low. That means the same amount of real revenue converts into a huge number of tokens, and those tokens get concentrated into just a handful of leaderboard winners. Right now: our bonding curve only holds about 2.4 ETH of liquidity. If winners sell a large, concentrated chunk of tokens into that thin market, it can move the price far more than the actual revenue behind it would justify. The fix Cap every period's reward pool at 0.1% of circulating $SHOT supply, no matter what the uncapped formula calculates. If the formula's result is under the cap, nothing changes. If it's over the cap (which is the case right now, given how low the price is), the pool gets scaled down to the cap. This doesn't touch when people get paid — payouts still happen automatically, every 8 hours, same as today. It only limits how many tokens can go out in a single period when the price is unusually low. Only the total size shrinks when the price is this low. Why 0.1%, not something else This is a judgment call, not a fixed formula. 0.1% per 8-hour period (~0.3% per day) sits inside the range other early-stage token projects commonly use for capped emissions. As $SHOT's price recovers and liquidity deepens, the uncapped formula will naturally fall below this cap again, and the cap simply stops mattering — no manual adjustment needed.
